Responsibilities:
Performant is looking for an experienced IT Business Analyst/Project Manager with strong process flow, communication, analytic and collaboration skills with a commitment to high internal customer satisfaction and application quality. The IT Business Analyst/Project Manager will plan, define, design, coordinate, manage, and contribute to the definition of IT Programs and their projects through jointly owning IT product roadmap definition, project requirements, application functionality, stakeholder management, and user testing. 
This will be a temporary Contract position (6 to 9 months).

What You'll Do as a Business Analyst/Project Manager:
• Gather requirements for IT projects from client and internal teams within a defined Program.
• Document, present information, and lead discussions related to process flows, high-level business requirements, detailed functional requirements, use cases, data flows, UI mock-ups, and user test scripts for Program team.
• Schedule tasks, deadlines and milestones for all stake holders and inter-department resources.
• Manages/coordinates/escalates project tasks on a day-to-day basis.
• Understand how requirements impact application design and end-user functionality.
• Demonstrate the ability to contribute effectively to multiple concurrent high visibility technology projects with limited oversight and direction.
• Maintain Program pipeline in conjunction with contributing to project scope definition, including defects and enhancements.
• Contribute with project team to help rationalize, plan, scope, and schedule future projects.
• Contribute to ITSC (Information Technology Steering Committee) meetings for Program roadmap and strategy.
•Complete and assist with Program status reports and project presentations.
•Collaborate with team members with assigned tasks and manages own project tasks on a day-to-day basis.
• Work closely with all IT roles including governance, project management, architecture, development, infrastructure and IT security teams in completing assigned activities.
• Ensure that performance requirements are met for assigned product area(s).
• Review test plans from quality assurance team for assigned product area(s).
• Take on what’s needed to help the team and the company meet objectives.
• Collaborate with team members with assigned tasks and manages own project tasks on a day-to-day basis.
• Provides consistent and comprehensive status reports on a regular basis.
• Facilitates lessons learned at the end of each project, documenting results and briefing the project management team for training and improvement purposes.
• Take on what’s needed to help the team and the company meet objectives.
 
Required Skills and Knowledge:
• Demonstrates wide experience with formulating project plans, scope, project description documents, and resource plans.
• Demonstrated experience in controlling project scope while actively mitigating risks and issues for IT software projects.
• Excellent communication, writing, critical thinking, and analytical skills.
• Able to work independently and meet deadlines with minimal supervision.
• Experience in managing multiple projects simultaneously with cross matrix teams.
• Ability to manage projects with a professional attitude and exceptional organizational skills under pressure.
• Ability to drive consensus across multiple organizations.
• Proven effectiveness with producing high quality work products.
 
Physical Requirements:
• Sit/stand/walk/8-10hr/day.
• Use of computer at least 80% of the time.
• Communicates on the phone as needed.
• Lift/carry/push/pull under and over 10lbs occasionally.
• Keying frequency, handling, reaching, fine manipulation.
 
Education and Experience:
• Bachelor’s degree in relevant field and minimum of 5 year of experience in similar role, or equivalent combination of education and commensurate relevant experience.
• A minimum of 5 years of experience managing projects in an IT and software development environment with medium to large organizations.
• Experience managing projects in industry standard development methodologies.
• Experience with program management style management and reporting.
• Advanced degree in related discipline a plus.
• Relevant Project Management Certification a plus.

Other Requirements:
- Performant is a government contractor and has specific client requirements.
- Must submit to and pass background check.
- Must not have any Federal or State liens resulting from County, State or Federal tax issues.
- Must not have any current defaulted student loans.
- Must be able to pass a criminal background check; must not have any felony convictions or specific misdemeanors.
- Must submit to and pass drug screen.
- Certain client assignments for this position may require submission to and successful outcome of additional background and/or clearances throughout employment with the Company.

Due to clearance requirements, work visa sponsorship is not available.
